Since 1992 Mr. O'Neill held a senior executive position as Vice
President, Quality Improvement reporting to the Chairman
and CEO of Allergan Inc., California.
Allergan Inc. is a Fortune 500 company based in Irvine, California,
USA. Mr. O'Neill was a member of the Global Executive Committee
and was a key contributor to the corporate strategic planning
process. Prior to that, Mr. O'Neill has held a number of senior
human resources positions in Ireland, Belgium (European Headquarters)
and the US (Corporate Headquarters).
In 1994, Mr. O'Neill was appointed to the Board of Examiners,
Malcolm Baldrige National Quality Award and in the following
year, 1995 was appointed Senior Examiner. He served
as a national team leader for the US Health Care Pilot and
has been recognised by the US Secretary of Commerce for his
'services to the nation'. Mr. O'Neill was also a mentor for
the California Governor's Quality Programme and has been recognised
by the Governor for his contribution to improving the government
of California. Mr. O'Neill is a Senior Assessor for
the European Quality Award, EFQM and provides education
and training in Business Excellence under an EFQM Open
Market License.
Since 1996 Mr. O'Neill was appointed as Chief Executive,
Irish Centre for Business Excellence, ICBE whose mission
is to create a knowledge network of companies to learn and
benchmark from each other and share good practices in the
pursuit of Business Excellence. There are currently 40 leading
companies in the Centre. In addition Mr. O'Neill has set up
the Centre for Excellence in Organisations, CEO as
an EFQM Member Organisation and Open Market Licensee to provide
services to leading companies in the effective application
of Business Excellence based on world class companies.
Mr. O'Neill is a honours graduate of the University of
Limerick, 1977 and a two year executive programme at CEDEP,
INSEAD Fontainebleau, Paris. Mr. O'Neill is a senior member
of the American Society for Quality Control (ASQC)
and the American Society for Training and Development (ASTD).
Mr. O'Neill is currently completing a Phd and teaches Business
Excellence at the University of Limerick and the Royal College
of Surgeons.
Mr. O'Neill has just been appointed to a U.S. National
Research Project into improving Quality in Education and
has been selected as a Judge for the Ernst & Young
Entrepreneur of the Year Awards 2002.
Mr. O'Neill is involved in a wide range of activities including
Masters Rowing and Triathlon and is currently preparing for
a solo Art Exhibition.
